Technical Resource Manual (TRM)

Volume 1: TRM 2.0 Overview and User Guide: Covers the process for TRM updates and version roll-outs, weather zones, TRM structure and the format of the TRM measure overviews, and provides a glossary of terms.
Volume 2: TRM 2.0 Residential Measures: Contains the measure descriptions and deemed savings estimates for measures installed in residential dwellings.

Key Changes to the program for 2015 include:

  • The HTR SOP will utilize a new program tracking system, Energy Efficiency Collaboration Platform (EECP) for the 2015 program year.
  • Underserved counties have been re-defined for TNC, and are noted in Chapter 3 and Appendix C.
  • The 2015 HTR SOP shall utilize the residential deemed savings values contained in the State of Texas Technical Reference Manual (TRM) Version 2.0.
  • The TRM requires the use of leakage-to-outside testing method using a combination of duct pressurization and house pressurization for the Duct Efficiency measure.
  • Residential dwellings or additions completed after January 1, 2013 do not qualify for the program.
  • A "Door Tested" field has been added to the Field Notes Form. When a blower door test is performed, the Project Sponsor is required to record the location of the door where the test equipment was placed (e.g., front, back, side).

Although AEP has summarized key program changes and guidelines here, it the Project Sponsor's responsibility to review the current year Manual in its entirety prior to submitting an application.
