The Hard-to-Reach Standard Offer Program (SOP) was developed by AEP to provide incentives to suppliers and installers of energy efficiency services to effectuate electric energy efficiency projects at AEP hard-to-reach customers' residences. The primary objective of these programs is to achieve cost-effective reduction in peak summer electric demand. This performance-based program includes monetary incentive payments for "deemed" energy savings generated by installing energy efficiency measures.
