The Hard-to-Reach Standard Offer Program (SOP) was developed by AEP to provide incentives to suppliers and installers of energy efficiency services to effectuate electric energy efficiency projects at AEP hard-to-reach customers' residences. The primary objective of these programs is to achieve cost-effective reduction in peak summer electric demand. This performance-based program includes monetary incentive payments for "deemed" energy savings generated by installing energy efficiency measures. 2010 Hard to Reach Standard Offer Program The 2010 HTR SOP program manual is available.
